David Wooley

Executive Director, Center for Environmental Public Policy (CEPP)

David Wooley is a Lecturer and Director of the Environmental Center at the Goldman School of Public Policy, University of California, Berkeley. The Center serves as the Secretariat for the California Green Bond Market Development Committee (CGBMDC). David manages research projects concerning sustainable public finance, electric and gas utility regulation, power generation, transportation and building electrification, and climate policy. David also supports executive training for electric power executives, and teaches courses on environment, energy and climate topics.

His work is often designed to advise and inform public officials on policy innovations. In 2022 David authored comments for the CGBMDC to the Municipal Securities Rulemaking Board regarding climate risk disclosure practices and methods by which bond issuers can post information for investors regarding bond issuer climate risk, adaptation and mitigation practices. He manages research on climate risk disclosure and mitigation practices in the municipal bond market.

In April 2021 David a co-authored study that helped influence state and federal agencies on the economic benefits of transport electrification policies. In June 2020 David co-authored a modeling study and policy paper, 2035 Report: Plummeting Solar, Wind, and Battery Costs Can Accelerate our Clean Energy Future, showing technical and economic feasibility of achieving a US electric sector powered by 90% zero emission generation by 2035. The paper, which detailed climate, employment, health and energy-cost benefits, was used by the Biden Presidential campaign and Administration in setting national goals for carbon reductions in the electric power sector. David also participates in several planning efforts to introduce zero emission equipment into operations at the Port of Oakland. This effort includes regular consultation with Port and City officials.

David’s team recently produce a paper to advise California state legislative committees on options to reduce exposure to microplastics. He was also a lead author on a set of futures scenarios and policy recommendations in the California 100 project that describe ways to improve the state’s Energy, Natural Resources and Environment.

David has over 30 years’ experience with electric and gas utility regulation, climate policy and Clean Air Act implementation. Previously, David served as an Assistant Attorney General in New York State, taught energy and environmental law at Pace University Law School. Later he directed the American Wind Energy Association’s Northeast Policy Project, served as Counsel to the Clean Air Task Force and as Vice President for Domestic Policy Initiatives at the Energy Foundation in San Francisco. David is co-author of West Group's Clean Air Act Handbook (1995-2022).
