Government of Hong Kong

Mr. Fong-ming Chan has worked for the Government of the Hong Kong Special Administrative Region since 2011. He is currently an Assistant Secretary of Financial Services and the Treasury (Financial Services) in the Financial Services and the Treasury Bureau. His responsibilities include overseeing policies relating to the regulatory regime and development of Hong Kong’s accountancy profession.  Previously, he had roles as an Assistant Secretary at Food and Health Bureau and at Housing Department.  He received a Bachelor’s degree in Business Administration (Law) from the University of Hong Kong.  

 

 

Ms. Sandy Tsz-ting Chow is Assistant Secretary for Constitutional and Mainland Affairs at Hong Kong Special Administrative Region Government (HKSARG) since 2014.  Her major responsibility is to assist in formulating policy and devising means to promote further cooperation with provinces of Mainland China, including establishing more HKSARG offices in the Mainland, organizing official visits to the Mainland, and participating in bilateral/multi-lateral meetings with Mainland provinces.  Previously, she was an Administrative Officer for Policy and Project Coordination Unit and assisted in formulating poverty alleviation strategy.  Ms. Chow received her Bachelor's degree in Global Business and Accounting from the Hong Kong University of Science and Technology.

 

Ms. Renie Wai-yee Lai is an Assistant Secretary in the Food and Health Bureau.  Her main duties include assisting in overseeing the policies on primary care and end-of-life care.  Previously, Renie served as an Assistant Secretary in the Education Bureau and an Assistant District Officer under the Home Affairs Department.  Renie studied in the University of Sheffield and Peking University.

 

 

 

 

Mr. Alex Chun-yin Leung joined the Government of the Hong Kong Special Administrative Region in 2013 as an Administrative Officer.  He has served in the Commerce and Economic Development Bureau and the Financial Services and the Treasury Bureau.  His work experiences include taking forward the development of Hong Kong as Asia's wine hub, taking forward the regulatory regime on the over-the-counter derivative market, and taking forward the development of exchange traded funds.  He holds a Bachelor of Arts and a Master of Arts in English Literary Studies from the Chinese University of Hong Kong.

 

 

Ms. Nettie Kai-ting Ng was born and raised in Hong Kong.  She joined the HKSAR Government in 2010 as an Executive Officer and became an Administrative Officer in 2013.  Nettie is now an Assistant Secretary at the Development Bureau, with major responsibility to assist in overseeing policies related to building and land registration matters.  Previously, she served as an Assistant Secretary at the Transport and Housing Bureau and an Assistant District Officer (Southern) at the Home Affairs Department.  She holds a Master’s degree in Public Administration from the University of Hong Kong and double degrees in Bachelor of Arts in English and Bachelor of Education from the Chinese University of Hong Kong. 

 

 

Ms. Joanna Man-Yee Tsui is an Assistant Secretary for Constitutional and Mainland Affairs at the Government of Hong Kong Special Administrative Region (HKSARG) since 2015, with major responsibility to assist in handling matters related to the external affairs of the HKSAR and overseeing Hong Kong-Fujian relations. She joined the Administrative Service in 2013 and has served in the Environmental Protection Department. Ms. Tsui received her Bachelor's degree in Social Sciences (Government and Laws) at the University of Hong Kong.

 

 

 

Ms. Amy Yee-Ping Chung is currently a Senior Treasury Accountant of the Hong Kong Police Force overseeing the stores management and the procurement functions.  She has worked for the Government of the Hong Kong Special Administrative Region (HKSARG) since 1997.  She had worked in various departments in HKSARG including the Land Registry, the Treasury and the Leisure and Cultural Services Department.  She holds a Bachelor of Arts in Accounting from the University of Liverpool at the United Kingdom.

 

 

 

Ms. Florence Wan-yee Ko is the Senior Geotechnical Engineer of the Geotechnical Engineering Office (GEO), Civil Engineering and Development Department (CEDD).  She has taken up different positions in the GEO/CEDD as a professional geotechnical engineer since 2004, mainly responsible for planning and geotechnical control of private and public works, regulatory control of conveyance and use of explosives, management of consultants and contractors for slope upgrading projects and formulation of technical policies and standards.  Currently, she contributes to the advances of the Slope Safety System through leading a team of professional and technical staff to undertake applied research and development work for formulation of technical policies and standards.  She received a Bachelor’s degree in Civil and Structural Engineering from the Hong Kong University of Science and Technology and in Laws from the University of London, and a Master’s degree in Arbitration and Dispute Resolution from the City University of Hong Kong and in Soil Mechanics and Environmental Geotechnics from the Imperial College London. 

 

Ms. Kimmie Kin-mui Kwong is a Systems Manager (Common Services) of the Office of the Government Chief Information Officer in Hong Kong.  She has been working in various areas of information technology (IT) in the Government, including application development in the Immigration Department, organization of ITU Telecom World 2006, administration of Electronic Transactions Ordinance and programme management for implementation of common shared services for government bureaux and departments (B/Ds).  Besides IT, she has also worked in the Independent Commission Against Corruption to review the practices and procedures of government B/Ds and other organizations.  She holds Bachelor of Science in Computer Science from the University of Hong Kong, Master of Corporate Governance from the Open University of Hong Kong, and Master of Laws in Common Law from the Chinese University of Hong Kong.  She is also an accredited mediator.

 

Ms. Jessica Mun-ming Lo was born and raised in Hong Kong.  She is a Systems Manager at the Office of the Government Chief Information Officer (OGCIO) in Hong Kong currently responsible for the promotion and implementation of the Open Data policy and is also tasked to take the Big Data initiative to internal development in the Government.  With her commitment and experience in “Data” related services, Ms. Lo is also interested in how Smart City development can be supported by public sector information.  Ms. LO enjoys meeting challenges and broaden her horizon through travelling.  Ms. LO holds a Bachelor's Degree in Computer Studies from the City University of Hong Kong.

 

 

Mr. Raymond Leung-him Woon is a civil and structural engineer by profession. He is currently serving in the Drainage Services Department of the Hong Kong Special Administrative Region Government, overseeing the stormwater drainage planning and blue-green infrastructure for the new development areas of Hong Kong. He has also worked on the sewage treatment works expansion projects, including the greening works to existing sewerage facilities to improve the aesthetics and environment.  Mr. WOON has also served the Highways Department, responsible for the implementation of road and traffic improvement works. Mr. WOON holds a Bachelor’s Degree in Civil and Structural Engineering and a Master’s Degree in Civil Engineering from the University of Hong Kong.

 

Mr. Ricky Wai-kei Yiu is currently a civil engineer of the Drainage Services Department of the Hong Kong Special Administrative Region, responsible for providing contract advisory services to colleagues within the department. He had worked for a number of consultants/contractor participating in various private and public construction projects before joining the Buildings Department in 2006 and then the Highways Department in 2008. Mr. YIU holds a Postgraduate Certificate in Laws (PCLL) and a Master’s degree in the field of Applied Geosciences (MSc) from the University of Hong Kong, another Master’s degree (MEng) and a Bachelor’s degree (BEng) in Civil Engineering from the Hong Kong Polytechnic University, and a Postgraduate Diploma (PgD) together with another Bachelor’s degree (LLB) in Laws from the Manchester Metropolitan University, UK.

Mr. Pravin Agrawal, an ‘Indian Forest Service’ Officer, is presently working as a Director at the Department of Heavy Industry where he deals with policy issues concerning Auto and Auto Component Sector. Additionally, he is responsible for the implementation of recently launched scheme on Electric Mobility. Mr. Agrawal is a Commonwealth scholar, who also attended US Department of State sponsored International Visitors Leadership program in 2015. Mr. Agrawal has a wide experience of working in various Departments like Forest, Rural Development, Higher Education, Information technology and Industries and commerce department in the State as well as in Government of India. He graduated in Civil Engineering and post Graduate Diploma in Management from Management Development Institute Gurgaon in Public Policy.

 

Mr. Prallhad Shrikrishna Paranjape is the Joint Commissioner of Sales Tax (Internal Audit) Maharashtra State in The Maharashtra Sales Tax Department (MSTD) of The Government of Maharashtra at Mumbai, where he supervises the administration and implementation of tax laws in the state of Maharashtra. Since 1991, he has served in the MSTD in administration and implementation of taxation laws in Maharashtra state in executive and supervisory role. He received his Master’s in Economics from Fergusson College, Pune with a Bachelor’s in commerce from Brihan Maharashtra College of Commerce Pune under Pune University.

 

 

 

Ms. Sukhgeet Kaur is the Director of Project Appraisal and Management at the National Institution for Transforming India (NITI Aayog)—a premier Government of India think tank. In addition to designing strategic and long-term policies for the Government, NITI Aayog also acts as the quintessential platform in bringing Indian States together in a spirit of cooperative federalism. At NITI Aayog, Sukhgeet deals with independent and professional techno-economic appraisals of Government Departments and Ministries projects/programmes so as to best guide investment decisions made by the Government. In the past she has handled Indian relations with countries in South and South East Asia as a part of the Ministry of External Affairs. She earned a B.A. (Hons.) in Geography and a Masters in Economics from Panjab University, later winning a scholarship to complete an M.Phil degree in Development Studies from the University of Cambridge, UK. Most recently she has earned an LLB degree during her service in the Government.

 

Mr. Venkata Rama Raju Chelle is a Director at the Ministry of Defense for the Government of India, where he is currently involved in the adminstration, establishment, and policy framing of Military Engineer Services (MES), an important interservice oranization of Defense. His past work includes management and developement of IT services for the Ministry of Defence and the Department of Defence, and field-level experience as a Director in the Department fo Telecommunications. Venkata earned a B.Tech in Electronics and Communications from Acharya Nagarjuna University in 1998, Vijayawada and a Master’s in Business Administration, Finance, from Indira Gandhi National Open University, Delhi in 2010.

 

 

 

Ms. Nita Kejrewal manages a team of over 70 personnel working on the implementation of the National Rural Livelihoods Mission—a flagship Government program that aims to alleviate poverty by establishing institutional platforms intended to increase the rural poor’s household incomes through both livelihood enhancements and improved access to financial and public services. The program helps to empower women specifically by bringing one woman member from each poor rural household into Self Help Groups and further federating these SHGs at higher levels. In the past, Nita has handled national-level programs, such as the National Tuberculosis Control Programme and the National Leprosy Elimination Programme, and has worked closely with the World Bank and other international organizations like the UNDP and UNICEF. She graduated from Patna University with a B.A. (Hons.) in English.
