John Decker focuses on budgeting, tax and fiscal issues. His published research covers state and local budgeting and debt practices. For example, how do constitutional and statutory rules influence budget and debt decisions? How do local fiscal conditions affect local debt decisions? How have state spending and taxing patterns changed in the last 35 years? He has been the chief fiscal advisor to Democratic and Republican legislative leaders and was chief consultant to the Senate budget and banking committees. He served as executive director of California’s debt commission. He currently serves as fiscal advisor to the State Controller.
