Charles B. Rangel Int’l Affairs Program

The Goldman School of Public Policy is a university partner with the Rangel Program.

The Rangel Graduate Fellowship is a program that aims to attract and prepare outstanding young people for careers in the Foreign Service of the U.S. Department of State in which they can help formulate, represent, and implement U.S. foreign policy. The Rangel Program selects outstanding Rangel Fellows annually in a highly competitive nationwide process and supports them through two years of graduate study, internships, mentoring, and professional development activities. This program encourages the application of members of minority groups historically underrepresented in the Foreign Service, women, and those with financial need. Fellows who successfully complete the program and Foreign Service entry requirements will receive appointments as Foreign Service Officers, in accordance with applicable law and State Department policy, one of the most exciting and rewarding careers available.

Rangel Fellows are committed to serving their country and promoting positive change globally.  Individuals who have successfully completed the Rangel Program are now making a difference in countries throughout the world, including Colombia, Mexico, Panama, Venezuela, South Africa, Nigeria, Angola, China, Korea, Bangladesh, Spain and Ireland.

Eligibility requirements

  • Be a U.S. citizen.
  • Seek admission to a two-year, full-time, on-campus, master’s degree program at a U.S.-based graduate institution to begin in the fall of 2024 in an academic field relevant to the work of the Foreign Service.
  • Have a cumulative grade point average of 3.2 or higher on a 4.0 scale

Program Elements

Fellowships for Graduate Studies
  • Support of up to $42,000 per year for a two-year period for tuition, room, board, books, and mandatory fees for completion of two-year master’s degree in fields related to the Foreign Service such as international relations, public policy, public administration, business, management science, economics, organizational development/leadership, sociology, and foreign languages at a U.S.-based institution.\
  • An orientation to the Fellowship and the Foreign Service at Howard University in Washington, D.C.
  • Two summer internships, one with the U.S. Congress in Washington, D.C. in summer 2024 and one overseas at a U.S. embassy or consulate in summer 2025.
  • Mentoring from Foreign Service Officers throughout the Fellowship.
  • Employment in the U.S. Department of State Foreign Service, in accordance with applicable law and U.S. Department of State policy, for those who successfully complete the Fellowship and meet Foreign Service entry requirements. Fellows must commit to a minimum of five years of service.
