Executive Environmental Program

Thanks to generous support from the William and Flora Hewlett Foundation, and the David and Lucile Packard Foundation, as well as from the United States Agency for International Development (USAID), Executive and International Programs (EIP) at the Goldman School of Public Policy (GSPP) initiated a cooperative effort with the Mexican government geared to increasing the capabilities of Mexico’s environmental agencies. Mexico’s Ministry of the Environment (SEMARNAT) is seeking to decentralize environmental protection and management, and is working jointly with EIP to augment the institutional capacity of state environmental authorities.

From July 29 to August 2, 2002, EIP held the first Executive Environmental Program (EEP): Strategic Management of Environmental Policy. As a pilot program, the course was originally intended to enroll representatives from 10 Mexican state environmental agencies. However, interest in the course far exceeded initial expectations, and 20 of the highest-ranking state environmental authorities and 10 SEMARNAT administrators participated in the course, which was developed in partnership with Resources for the Future (RFF), America’s premiere environmental policy think-tank. Representatives from the U.S. Environmental Protection Agency, the U.S. Agency for International Development, and the World Bank participated as guest speakers and panelists in the program.

EIP and SEMARNAT plan to continue this collaborative relationship, building upon the progress that was made in the first Executive Environmental Program. EIP is planning curricula and scheduling for further executive courses for Mexican environmental officials. The EIP/SEMARNAT collaboration is set to continue for the next three calendar years (the remainder of the Fox administration). In addition to offering various courses in environmental management, EIP is preparing policy workshops dealing with salient environmental concerns, as well as a major research project.
