The Berkeley Program on Housing and Urban Policy (BPHUP)
BPHUP offers GSPP students exciting opportunities to work on policy issues related to the political economy of urban areas. The program supports research and professional training in urban economics, housing and real estate markets, intergovernmental relations, and local public finance. These topics draw on the expertise of students in business and city planning, even law and engineering, as well as those studying public policy.
BPHUP supports a variety of housing and urban policy studies undertaken by GSPP students for their Introduction to Policy Analysis projects, summer internships, and Advanced Policy Analyses. Program activities also include: (1) supporting economic research and teaching on wide-ranging topics in urban development and policy; (2) arranging field internships for professional students; and (3) encouraging closer links between the university and the community of urban professionals.
Institutional support is provided by the I. Donald Terner Distinguished Professorship, established in 1999 to honor the legacy of a pioneer and innovator in the delivery of housing affordable to American families. The Terner chair is held by Professor John M. Quigley of GSPP’s faculty. BPHUP also draws institutional support from Berkeley’s Haas School of Business and College of Environmental Design. The Program is administered by Berkeley’s Institute for Business and Economic Research and is associated with its Fisher Center for Real Estate and Urban Economics.
